Windows uninstaller does not kill js-evaluator.exe

Build : 6.5.0-4218

On a windows node that is running query service, a new process - js-evaluator.exe will be running. This is introduced in 6.5.0. The Windows uninstaller does not stop js-evalulator.exe when uninstalling. As a result, this process will remain running as orphan process.

This sometimes interferes with the next installation on that machine.
