[Volume]Rebalance Failed with mover_crashed

    Description

      Steps to Reproduce:

      1. Create a 7 node cluster with n1ql, index and kv services enabled on the master node.
      2. Create a Bucket "GleamBookUsers" with replicas=2.
      3.  Start Loading 1M docs with durability level as MAJORITY.
      4.  Loading completes successfully.
      5.  Rebalance in 1 node with loading of another 1M docs in progress.

      Rebalance Fails with mover_crashed and wait_seqno_persisted_failed.
