function deployment fails if created/imported in UI and deployed by couchbase-cli

Issue:
UI does not write to primary store, while /api/v1/functions does do so. As a result, deploying by doing /api/v1/functions/func_name/settings fails because the definition is not present in primary store.

Affected:
When a handler is imported or created in UI, but deployed using couchbase-cli

Not Affected:
Create/Import and Deploy both via UI (works fine)
Create/Import and Deploy both via couchbase-cli (works fine)

Temporary Workaround:
Import/Create and Deploy exclusively via UI; or
Import/Create and Deploy exclusively via couchbase-cli
