replica items gets stuck

    Description

      Build 6.5.0-4471

      Observed that replica items gets stuck ~91M items when there are 250M docs present.
      This is with storage backend as magma. Data goes to ~1% RR.
      Before it gets stuck replica items were created ~9k/sec. Attached snapshot of stats.
