      Steps:
      1. Create a 4 node cluster:

      2. Create a default bucket with replicas=1
      3. Load 250k docs with durability=Majority
      4. Change the bucket replicaNumber=2
      5. Swap rebalance 2 nodes including orchestrator node and rebalance. Make sure doc loading is also running in parallel.
      6. Rebalance failed. Memcached crashed on 172.23.107.107
