[CX] Configurable Collect DCP State Timeout

    Description

      During system tests, many rebalance failures were reported by QE due to a short timeout in collecting the DCP state from all Analytics nodes when the system is overloaded. We should make this timeout configurable so that if the issue is encountered in a customer's environment we can ask them to increase the timeout.
