[CX] Rebalance progress should not artificially advance indefinitely pre/post-dataset rebalance

    Description

      As observed in system test MB-36693, rebalance is stuck indefinitely when the cluster fails to initialize. The rebalance should timeout and fail in this case. We should not report any progress during the rebalance phases not involving dataset rebalance.
