No error is reported when setting the alternate port for a service that's not on the node

    Description

      Raised as a result of MB-36801

      Problem
      No error is reported when setting the alternate port for a service that the node does not have.

      Steps to reproduce

      1. Setup a cluster with one node and the data service (./cluster_run -n1)
      2. Set alternate port for the query service

      Expectation
      For an error to be returned saying the node does not have that service.
