Adding a node with a different # of vBuckets than the cluster should be disallowed.

    Description

      First I understand that vBuckets != 1024 is not supported (but we do have 64 vBuckets for macOS).

      When using COUCHBASE_NUM_VBUCKETS for some testing I accidently added a node to a cluster with a different COUCHBASE_NUM_VBUCKETS setting - thsi resulted in the rebalcnace failing and the two node cluster getting "stuck"

      ideally should reject addin a node with a different non COUCHBASE_NUM_VBUCKETS setting
