ns_server takes too much time to restart in large clusters after declustering

    Description

      Aliaksey already has a fix out for this

      facing this issue because in the tests we decluster nodes by deleting the buckets and rebalancing out all nodes except the master.
      ns_server on the declustered nodes can take any time between 10 seconds to 120 seconds to come back up

      ns_server should immediately come back up on those nodes after leaving the cluster.

      this value is also exponential to the numbers of nodes that cluster had before the removal of these nodes.
