cbbackupmgr VBucketBackup should raise file ulimits when using rift

The new VBucketBackup doesn't raise the file limits, therefore, some subcommands will fail because they are unable to open all the relevant files. This code already exists in the code base meaning it shouldn't be a complicated fix.
