CBQ Redirect logs incorrect mode

    Description

      With MB-37231, the option to have the output redirect be overwrite or append mode was added. However within the output file, we incorrectly log the output to always be append mode, even when using overwrite mode : 

       

      -- <2020-03-02T10:41:38.301Z> : opened in append mode
