"rebalance completed successfully" message displayed while rebalance is still in progress

    Description

      even though rebalance is still in progress i see 'rebalance completed successfuly' message in the web logs.

      the message appears in the ui 30 seconds before rebalance is completed.

      in another use case where vbucketmigrator timed out and could not finish rebalancing an added node I can still see the "rebalance completed successfully" message in the logs.

      ns_server says that rebalance was completed even though the node is still not rebalanced in...
