OBSERVE command does not implement notification on replication count >1

    Description

      Until OBSERVE support for Replica chains can be implemented, we should return an error that indicates "CONDITIONS NOT SUPPORTED" without delay.

      I also want to note here that if we implement Observe as a push service with update smoving back to the client through tap streams then we will not need support for replication chains.
