      (reopening this issue with updated description & logs)

      Rebalance reports success while KV rebalance hasn't come close to completing. Will leave on myself / analytics / task until I can get cbcollect_infos gathered & attached.

      The attached cbcollect_infos.zip were collected after this false-declared rebalance completion:
