[CX] Datasets' cached DCP state for scan consistency isn't cleared on drop

Currently, a dataset's cached DCP state is cleared only when the link is disconnected or a failure is encountered during ingestion. However, if the link is suspended and a dataset is dropped and re-created with the same name, its state isn't cleared and we will use it's old cached state to answer scan consistency queries.
