n2n - rebalance fails when encryption level - all

1. Fresh install of CB 6.5.1 on 2 nodes.
2. On node1 - Install one of the sample buckets
3. On node1 - Disable autofailover
4. On node1 - enabled n2n and cluster level encryption == all

5. Now add node2 and click rebalance.
