[CBSE] Fix rebalance progress reporting for index

    Description

      Rebalance progress reporting for partitioned index could be incorrect in case multiple partitions of the same index are being moved in different rebalance batches.

      The RealInstId in all transfer tokens is same for a partitioned index. Currently, even if a token is not yet being processed, it is still considered for rebalance progress computation. As the RealInstId is same, it can pick up progress for other partitions.
