Create new analytics role to support external dataset & link feature

As part of external dataset and external link feature, we would like to create a new analytics role "AnalyticsAdmin" to have better security/access control and support the new capability.

AnalyticsAdmin role should BE able to:

• Manage Dataverses
• Manage Links for S3 & Couchbase
• Manage Datasets for S3 & Couchbase

AnalyticsAdmin role should NOT BE able to:

• Query any datasets

Note: The existing AnalyticsManager role needs to continue to manage datasets on local data.
