Add support for fragmentation percentage & metadata purge interval in KV

    Description

      Need to add configuration to kv_engine for the fragmentation ratio that we want magma to maintain and the purge interval that it needs to monitor. UI/ns_server can then set this by changing the config stat.

      Original Description

      Need to add wiring between UI and magma to call Magma::SetFragmentationRatio
