Control who can use unencrypted communication

Problem

Related to MB-12175 we allow both unencrypted and encrypted communication. We want the ability to restrict so that only certain uses can use unencrypted connections.

Proposal

Provide a "unsecure" permission that KV checks incoming operations against to ensure that the user has the permission to send commands unencrypted to KV.
