[CX] (CB Remote) link should show disconnected on loss of appropriate read permission

On loss of credentials on target cluster, the link does not become inactive.  On restoration of credentials, a connect does not restore connection as the system thinks the link is active.  A disconnect has to be performed before the connect will be fruitful.  This should be fixed to not require the intermediate disconnect link.
