cbbackupmgr restore fails to get latest logfile

The original 'GetArchiveMeta' function would always run the logfile tidying logic, however, this was changed slightly to support read only restore. When doing a normal restore (when no staging directory exists) the 'GetArchiveMeta' function will fail to download the latest logfile because the 'logs' directory doesn't exist.

What's the solution?
If we are not going to be skipping log rotation or ignoring the logfile we should create the 'logs' directory in the staging directory.
