cbbackupmgr cloud read only commands should not perform log rotation

One of the changes introduced to allow restoring from a read only bucket was to allow skipping logfile rotation. Commands (info, examine and restore in read only mode) which don't lock the archive in the cloud shouldn't be modifying any data. Therefore we should disable log rotation (they already don't upload the logs at the end of the command, unless forced to).
