Creation of External Links and datasets work, even when invalid root certificate is passed.

Creating an external link and dataset on external link, works even when the external link is created with "encryption" flag set to "full" and root certificate set to an invalid certificate.

Steps to reproduce:

1) Create external link to remote cluster, with "encryption" flag set to "full" and root certificate set to an invalid certificate.

2) Create dataset on the external link created above.

3) Connect link.

4) Following error is raised while connecting.
