cbbackupmgr info incorrectly reports that a backup is "FULL" when it's an "INCR"

The method for determining if a backup is a FULL/INCR backup has changed since 6.5.x to be more accurate. The logic for the 'getBackupType' is correct and is well tested, however, it makes one assumption which is incorrect. That is, that the snap start sequence number will be non-zero for an incremental backup, however, this is not currently the case. We don't update this value in the snapshot files.
