[Magma] Rebalance fails with "bad replicators after rebalance"

    Description

      Steps to repro:

      * Had a four node cluster(replicas = 1)
      		 
      * Loaded 10 million items
      		 
      * Added a node and rebalance it
      		 
      * Started updating the existing docs
      		 
      * Removed a node and rebalanced out it
      		 
      * Added same node again and rebalanced in
      		 
      * Observed rebalance failed with  bad replicators after rebalance

      QE test:

      ./testrunner -i /tmp/ankush.ini  -t rebalance_new.rebalance_in_out.RebalanceInOutTests.test_incremental_rebalance_in_out_with_mutation,nodes_init=4,replicas=1,num_items=10000000,rerun=False,magma_storage=True,bucket_storage=magma,sdk_timeout=60,skip_cleanup=True,randomize_value=True,vbuckets=128,value_size=512,bucket_eviction_policy=fullEviction,get-cbcollect-info=True
