[CBM] Should not allow merging across boundries

Merge should not merge across backup boundries. What this means is that if we have diverging timelines they should not be merged as it will result in data loss.

An example of this today is you can backup two different clusters to the same repo. And then merge the backups, this will result in data loss of one of the clusters.
