[CBSE] : Investigate GSI layer holding on to a snapshot

    Description

      If the GSI layer keeps an old snapshot open, then all further snapshots will be added to in-memory list leading to high CPU and memory utilisation. 

      This issue is meant to investigate any scenario that can lead to GSI layer holding onto a snapshot especially with partitioned indexes and rebalance
