mismatch of active and replica items when user stops the rebalance during rebalance/in or out

steps to reproduce :

1- create 6 node cluster
2- load 1 million items
3- remove node and rebalance and then stop rebalance during the process
4- click on rebalance and stop rebalance few times
5- after few "stop rebalance" you will see that number of replica items are actually less than active items
