We need alerts or better error reporting when a service is already running on a port Membase needs

I just spent 20 minutes trying to figure out why I had test failures in my java unit tests and then I realized that I had an instance of memcached running on port 11211 so moxi was not starting correctly. I think we need some better error reporting/alerting for when this happens. Right now we have a message that is reported in the logs, but there is nothing that hints to me that something with the server is wrong and tells me to look in the logs to see what happened.
