Windows install fails due to wrong erts version

    Description

      Still hard-codes erts-9.3.3.9 in at least two places. With upgrade to Erlang 22.3 this should now be erts-10.7.2.3.

      Ideally this should be introspected by the build and passed around where needed, rather than being hardcoded.
