view_merge timeout after adding a node and rebalancing

this happens when the user adds a new node to the cluster.
this status is sometimes a transient state and it might eventually go away
you need to wait sometime after rebalancing but if things still don't work out after 10-15 minutes you can try removing and adding that node back again,
also make sure that you have 5 mins delay between adding or removing node
