[Collection-GSI]: Indexing stuck while loading docs into collections immediately after index creation

    Description

      Build: 7.0.0 build 3016

      Steps to reproduce:

      1. 4 node cluster (3 KV nodes, 1 KV+n1ql+Index)
      2. Load travel-sample bucket
      3. Create few scope/collections on the travel-sample bucket
      4. Load data into created collections
      5. Create GSI indexes and wait for all indexes to become online
      6. Load 10K docs into one collection (All are sync_writes here)

      Observation:

      After step #6, Seeing indexing stuck with UI label  "30,000 mutations remaining"
