Creating dataset using 1-part bucket name should fail for bucket with no default collection

    Description

      Steps to reproduce - 

      1. Create a bucket on KV.
      2. Delete the default collection under default scope.
      3. Create dataset using  

        create dataset ds1 on kv_bucket

      4. Dataset is created successfully.

      Expected behaviour as discussed should be that the dataset creation should fail.
