[Eventing + collections] - Collection CRUD + eventing swap rebalance hangs

    Description

      Steps to repro
      1) Created 4 node cluster ( 3 kv + 1 eventing)
      2) Deployed 2 eventing functions
      3) Started eventing swap rebalance
      4) when 3) is in progress dropped collection(name : HinDfWX2KYjwaiD) followed by a scope(name : bhE4YlO%U%) which was used by one of the function(name : test_func1).

      Rebalance hung and failed after 10 mins with following error message.

      Rebalance exited with reason \{service_rebalance_failed,eventing, {worker_died, {'EXIT',<0.4215.14>, {rebalance_failed, {service_error, <<"eventing rebalance hasn't made progress for past 600 secs">>}}}}}. Rebalance Operation Id = e213c018fb8fa3de7144fc6943cb9e78
