Collections: Empty collection being dropped still triggers a purge

A compaction is triggered when an empty collection is dropped - changes for MB-41321 now make it easier to achieve this.

Note that the main motivation for this fix is to reduce log-spam during in QE tests that do many cycles of create/drop.

Code for this is now done.
