Blocker Description
What's the issue?
When we perform a full scan, if we're supplied with a non-nil empty collection filter, nothing will be scanned from the DB. The 'cbriftdump' tool is currently supplying a non-nil empty collection filter meaning it will never dump anything from the Rift store.
What's the fix?
Pass in a <nil> collection filter instead; this means everything will be dumped.
