Restricting enterprise CBM to not work with community edition clusters

    Description

      A CBM is available in community edition with some restrictions now in CC - following features are not available in CE: backup to s3, merge, collection level restore, backup service

      But if the user has EE cbbackupmgr, they can use all these features with a community edition cluster (except backup service). That is, user can backup a community edition cluster bucket to s3 using EE cbbackupmgr. There was an email thread discussion on this (attached) and a follow up in the tools team meeting as well. Recommendation from PM is to restrict this and the team agrees. Filing this improvement to get further approvals.

      Suggestion

      With CBM EE and the cluster is CE, CBM should not work
      With CBM CE and the cluster is EE, CBM should work
      Any edition (CE/EE) of CBM should work with any repo no matter what edition created it.
