Support Couchbase Server on Linux ARM-based architecture

Description

Let's look at building Couchbase Server on ARM Linux.

As of Server build 7.1.0-1076, we have regular EE and CE builds for aarch64 based on Amazon Linux 2. We also have some CV jobs running, and toy aarch64 builds can be created with the toy-unix-simple job.
