[CX] non-DCP client DCPDEBUG-level logs missing

      Description

      Several DCP-related debugging-level logs are logged to the dcpdebug.log. Non-DCP client logs intended for this log file are currently being discarded, making it more difficult to post-mortem debug customer issues.
