N1QL api for Golang and Javascript UDFs

    Description

      Golang UDFs don't work on windows, and being based on plugin. are very temperamental to deploy as complain on differring package paths and versions.
      Explore syscall.LoadLibrary() for windows and remove building rodblocks for linux / mac.

      Add API - as a separate package - for executing N1QL from Golang and Javascript UDFs with no reference to N1QL packages or types, so as to avoid any versioning errors on UDF deployment.
