REST command to create merge function

Currently it uses the REST command provided by eventing:
curl -i -POST http://$host:$xdcrRestPort/functions/v1/libraries/xdcr/functions/simpleMerge -u $username:$password -H 'content-type: application/json' -d @file.js

It should be in a more standard format like creating remote cluster reference or creating replication
