XDCR UI - show warning when XDCR admin is missing collections permission

    Description

      This stems from MB-42603, (https://issues.couchbase.com/browse/MB-42603?focusedCommentId=453551&page=com.atlassian.jira.plugin.system.issuetabpanels:comment-tabpanel#comment-453551).
      When an "XDCR Admin" only user logs in to create replication, and toggles on "Specify scope and collections mapping", UI displays no visible scopes or collections from the source bucket. This is because the XDCR admin user is missing the permission to read the source bucket's manifest.

      Instead of being silent, the UI should show a warning/banner saying that the current user does not have permission to "Manage Collections" for the specified bucket.
