Hitting rate limit failures pulling docker images in Jenkins jobs

    Description

      Analytics is seeing intermittent failures in its commit-validation tests which utilize docker:

      Is there an internal proxy we can somehow configure to avoid hitting docker hub for standard images, or what other solution can we employ?
