cbbackupmgr should handle user data in the plan/or not collect it when collecting logs

    Description

      What's the issue?
      It's possible for the plan to contain user data (for instance, the '--filter-keys' and '--filter-values' flags. At the moment the plan is collected by the 'collect-logs' sub-command.

      Note that this is not currently a bug/issue, because we don't persist the plan for a restore, however, at some point we'd like to support resuming restores. In which case we need to correctly handle this use case.
