[CX] UDFs prevent restore from dropping datasets they are using

    Description

      Restoring a dataset consists of two steps. The first step is to drop the dataset if it exists. The second step is to create the dataset. If there is a UDF that uses a dataset, the first step (dropping the dataset) will fail preventing the restore from proceeding.
