compaction_daemon continually exits

1) load up couchbase on one node
2) try to create the default bucket
the default bucket cannot be created

Possibly from Change I541625ff: Set vbucket database revs limit to 1

In the GUI log screen (if you initialize the cluster with the command line) it shows a bunch of compaction_daemon exit messages.

There are a bunch of the following errors in the log from mbbrowse_logs
