CBO: improve memory management for UPDATE STATISTICS

UPDATE STATISTICS allows all indexes on a collection to be included, which may result in many terms that need histograms constructed. Each term will require memory to store values from all samples as well as sorting of the values. In case of large number of terms there is a risk of running out of memory.

Need a mechanism to control memory usage and potentially do multiple passes if number of terms in UPDATE STATISTICS is large.
