Restore using rest api is failing during the rebalance

Steps to reproduce:

1. create a cluster with 2 nodes with services kv+index, index
2. create a bucket, scope and collection
3. create indexes on the collection
4. backup using GET: /api/v1/bucket/[bucket_name]/backup
5. rebalance out a node without kv
6. Asynchronously rebalance-in the same node now do restore using POST: /api/v1/bucket/[bucket_name]/backup while the rebalance is happening
7. restore fails

In logs
